Right afterwards when your sim is starting to put the bills on the ground pause the game and move a newspaper or other item over the block where your sim is putting the bills.
This will save you tons of time if you don't have to worry about working on skills while you're at the other locations. Start a new Bust Out mode game. Do not move out of Mom's House until you max out all of your skills. Start by using the easel to paint: this will be how you afford all of the other skill items you'll need.
Max out creativity, selling paintings as you go. I recommend mechanical skill next, as it will help you repair broken items that can happen at Mom's House. Don't worry about fires: as long as you don't move out, a fire is impossible to spawn, even with cheats.
Be sure to keep the value of upgrades to sold furniture positive, or you'll have to pay Mom later. You will need to eat, use the toilet, socialize, and have fun, but you won't need to sleep. At the end, you should be able to afford great upgrades for Mom, so you'll leave with a great cash bonus once you max out all of your skills.
