I have tried all of the steps, I've tried reinstalling windows with a usb I had previously used. I'm going to try reinstalling again using just the media creation tool and disabling all windows updates when I get to the desktop staying offline and installing the latest Nvidia drivers. If the issue still persists then I will be lost for words.
